Roya Al Haram is a luxury residential tower being developed by Retal Urban Development, a Tadawul-listed developer, within Masar Destination — the large-scale, PIF-backed masterplan on the western approach to the Holy Mosque in Makkah. The tower comprises approximately 200 premium apartments across 28 floors, positioned roughly 550 metres from the Holy Mosque precinct and 100 metres from the Haramain High-Speed Rail station.

Masar Destination is one of the largest urban regeneration projects in Saudi Arabia, master-developed by Umm Al Qura for Development and Construction. Individual towers within the destination are delivered by a mix of listed and private developers operating under the Masar umbrella. Makkah is a restricted market. Under the framework in force from January 2026, only Muslim foreign individuals may purchase property, and only within REGA-approved zones.
